<p><font size="5"><strong>موضوع طريف أخي معاذ ..<br />وصدقت في قولك إن المبدعين في الغرب يزيدون، والنوكى عند العرب يكثرون .. لكني أختلف معك في التعليل.<br />تحث الحكومات الغربية شعوبها على الاستزادة من العلم والتخصص لأن العلوم والمعارف تتطور بسرعة، فتخصص لذلك الميزانيات المالية الضخمة. ويقبل الناس على الاستفادة من فرص التعليم الإضافية لأنها ضرورية لمواكبة التطورات والترقي في العمل وفي المجتمع. وتحقق بلجيكا، على سبيل المثال، ذلك بتخصيص علاوات مالية لكل شخص يريد أن يستزيد. تسمى تلك العلاوات (<font size="4">opleidingscheques</font> أو "شيكات التعليم الإضافي"). وكنت سابقا ـ في شركتي ـ أطلبها باستمرار للزبناء الذين يودون أن يتعلموا لغة أجنبية والأمر كالتالي:<br />لدراسة العربية دراسة خاصة لدى شركة لغات متخصصة (مثل شركتي سابقا)، يسجل الزبون ويقرر أن يأخذ مائة ساعة خصوصية. أجر الساعة: أربعون يورو. تدفع وزارة التشغيل منها للزبون: 1. ثلثي المبلغ إذا كان الزبون قليل لتعليم، ونصف المبلغ إذا كان الزبون متوسط التعليم وثلث المبلغ إذا كان الزبون عالي التعليم. يعني: كلما كان تعليم الشخص الذي يريد أن يتعلم لغة ما أو صنعة ما قليلا، كلنا زادت علاوته التي يقبضها من الدولة. وكلما كان تعليمه عاليا وأراد أن يستزيد من العلم، كلما كانت علاوته أقل. لذلك يزيد الناس في الغرب علما وأدبا لأن الدولة تدفع لهم على ذلك مبالغ كبيرة فتشجعهم على دراسة أي شيء يودون .. أما في بلاد العرب فتشجع الحكومات على (رقابة ذاتية!). <br />أقول قولي هذا وأنا لا أدري ماذا يزيد الناس في البلاد العربية! لكني ألاحظ كثرة انتشار الأطباء العرب (الذين درسوا في البلاد العربية) في بلجيكا هذه الأيام .. وعليه قس في الدول الأوربية الأخرى. يعني: إذا إضفنا إلى ما ذكر أعلاه عامل هجرة العقول، يمكن لنا أن نقول أن الناس في البلاد العربية (ما عدا أعضاء موقعنا هذا!) يزيدون سخاما والعياذ بالله<img alt=" " src="http://www.wataonline.net/site/uploads/smil3dbd4e5e7563a.gif" /></strong></font></p><p><font size="5"><strong>وهلا وغلا.<br /> <br /> </strong></font></p>تعليق
